Several Cities and Districts have already implemented it, and those who haven't are developing their implementation plans. The one thing that is for sure is that it is not going to go away. The BC Energy Step Code compliance methodology is based on an analysis of expected home performance based on analysis that reveals that design's expected energy efficiency. Certified Energy Advisors are licensed professionals who deliver these services.

The BC Energy Step Code consists of 5 Steps. Each Step contains a set of energy targets that must be met  and the targets get tougher as we move up through them. Step 1 is 'Enhanced' Compliance (Basically Current Code plus Air-tightness Testing) and Step 5 would generally align with a Net Zero Ready home. Steps 1, 2 and 3 are considered the Lower Steps while Steps 4 and 5 are the Upper ones.

Step Code Compliance for Steps' 2 and higher require the a design to meet three specific performance targets. These are, Building Envelope, Equipment and Systems and Air-Tightness. Energy Modelling is mandatory for a proposed design show that the required metrics will be met. When complete, all homes (Including Step 1) must be tested for Air-Tightness using a Blower Door Test.

Many jurisdictions are currently consulting on Step Code and others are already referencing it in their Building By-Laws.  Step Code rebates and incentives are also available from Cities and Districts. Fortis BC are currently offering Whole Home Rebates from $500.00 to $8,000.00 to builders who want actually go through the process at minimal cost.  Follow this link to check out the Fortis BC offer and terms and conditions... Adoption of the Step Code is still optional for Municipalities but it is key to support the BC Climate Leadership Plan which wants all new construction across the province to be "net-zero energy ready" by 2032.
